Nottinghamshire Police said an investigation had been launched following reports a room within the address in Woodborough Road was being used for sexual purposes.
Police said a number of victims had been identified as children, with the men - 33 and 52 - detained on suspicion of a number of offences, including facilitating the sexual exploitation of children aged 13 to 17.
On Monday, the force confirmed the pair had been bailed, with "strict" conditions.
Officers are working to determine the full scale of activity there, police previously said.
