Dog fouling fines issued just three times in a year

Private firm National Enforcement Solutions (NES) was brought in to help tackle the problem, and to also address littering in the city.
The firm's workers can issue on-the-spot fines and has given out more than 3,000 for dropping rubbish.
A report to councillors said that, while the number of detections of dog fouling remained low, the consistent patrols being carried out were "likely to have contributed to increased compliance by dog owners".
The figures cover a one-year period up to 11 February this year.
NES also generated nearly £180,000 from the 3,205 people caught littering.
A very small number of those notices have since been cancelled.
A report to be considered by Aberdeen City Council's communities, housing and public protection committee next week said about a third of those fined for littering had yet to pay up.
NES says it provides about 40 hours of patrol time per month.
The report said the firm had agreed to extend patrol hours and work more closely with city wardens to improve performance going forward on tackling dog fouling.
