Lisa Gething, 59, and Simon Bevan, 55, have been charged with ill-treatment of a child and are due to appear at Newport Magistrates' Court on Thursday.
Gwent Police has been investigating allegations made by a number of men and women that they were sexually and physically abused as children at Coed Glas Assessment Centre, Abergavenny, Monmouthshire, between the 1970s and 1990s.
The centre has been closed since 1995.
Both are due to appear at Newport Magistrates' Court on Thursday.
Gething, from Monmouthshire, who is a social worker employed by Caerphilly County Borough Council, has been charged with four counts of assault, ill-treatment, neglect and/or abandonment of a child or young person to cause unnecessary suffering or injury.
Bevan, from Caerphilly, has been charged with two counts of the same offence.
The Crown Prosecution Service authorised the latest charges, which were brought under Operation Spinney, police said.
Two men, aged 66 and 69, were charged in June 2025 with 45 offences between them. They are due to face trial in 2027.
Det Ch Supt Andrew Tuck said: "Operation Spinney has so far brought more than 50 criminal charges against four people relating to the former children's home in Abergavenny.
He urged the public to "respect the judicial process" and avoid online speculation on the case and said the force's focus remains on "securing justice" for the victims in this investigation and supporting them alongside specialist agencies.
