Wiltshire Police were called to an address in Kingswood Avenue in Swindon shortly after 12:15 GMT, following a report that paramedics who were at the property were being assaulted.
Officers went to the scene and arrested a man in his 30s on suspicion of assault on an emergency worker and two counts of threats to kill police officers.
A woman in her 20s has also been arrested on suspicion of assaulting an emergency worker. She has been taken to hospital initially ahead of being taken into custody.
Insp Jamie Brown, of Wiltshire Police, said: "We will not tolerate assaults on paramedics, police officers, or any other emergency service workers who are there to help and protect members of our communities.
"These people put themselves in difficult situations every day to provide urgent care and support to those in need and to be met with violence while carrying out their duty is totally unacceptable."
No serious injuries were reported, police added.
