A96 upgrades to be completed in phases, says Hyslop
Getty ImagesThe Scottish government says it will adopt a "phased approach" to dualling the A96 between Inverness and Nairn because of financial challenges.
Transport Secretary Fiona Hyslop said construction of a road to link Inshes and Smithton in Inverness could start in 2028-29.
Work on a Nairn bypass could follow in 2029-30.
Hyslop said further work would be done to develop plans for a bypass for Elgin.
The Scottish government said the plans were subject to "confirmation of funding" beyond the current spending review period.
There has been criticism of the pace at which the dualling project has progressed.
The Scottish government insists that it remains committed to the full dualling of the A96 between Inverness and Aberdeen.
Hyslop said: "The position of the Scottish government has not changed - we remain committed to fully dualling the A96 and we are already starting the dualling process from Inverness to Nairn, including a Nairn bypass."
