The Met Office has issued a yellow weather warning for all of Wales which is in place from 20:00 BST on Sunday until 18:00 on Monday and Natural Resources Wales has three flood warnings in place.
Sarah NicholsSouth Wales Police said the Cwmbwrla roundabout was fully closed and "expected to remain closed for some time", with traffic diverted via Pentregethin Road.
The force added it was responding to a flood on Goetre Fawr Road, Killay, which is closed both ways from The Black Boy Pub to the roundabout.
Drivers have been advised to take alternative routes.
