Ibrahim Ilyas, 20, was sat in a car in Abbeyfield Road, Pitsmoor on 3 June 2006, when he was shot and killed. Two other men were also injured in the incident.
South Yorkshire Police said Faiser Hussain, 44, was arrested at Manchester Airport on Saturday, and he was subsequently charged with murder and two counts of attempted murder.
Hussain, of no fixed abode, appeared before magistrates on Monday and was remanded into custody to appear at Sheffield Crown Court on Tuesday.
A police spokesperson said the victim's family had been made aware of the update and was being supported by officers.
Det Ch Insp Tom Woodward said: "Ibrahim was a young man whose life was cut tragically short in the most devastating of circumstances.
"Our priority remains the same as it was almost 20 years ago, securing justice and providing answers for his loved ones."
