Plans for a new six-bed house in multiple occupation (HMO) that could provide a home for "up to eight residents" have been refused.

The proposals by Capital One Property Partners to turn the residential property on Elwick Road in Hartlepool into a shared home would see it divided up into four single bed and two double bed rooms.

But a bid for a lawful development certificate to allow the work to progress has been rejected.

Planning chiefs said the "description of the proposed use is ambiguous" and failed to state how many people would live at the property.

A report said an application for full planning permission would be needed if eight people were living together in a HMO, according to the Local Democracy Reporting Service

"Accordingly, based on the ambiguous proposed use description and the evidence presented, it is considered that the applicant has failed to demonstrate that the proposed use would be lawful," the document said.

The applicant can appeal against the refusal or submit a new application for full planning permission.
