Fire service culture improved but concerns persist

Concerns remain about the workplace culture at Dorset & Wiltshire Fire and Rescue Service, despite significant improvements.

A 2024 inspection which followed claims of racism, misogyny and a lack of respect unearthed behaviour that fell short of the service's values and amounted to unacceptable conduct.

The inspector who led a follow-up visit in November 2025 has now published their report saying they found more evidence of the service's ethics being observed, staff feeling safer to speak out and better support for those who do.

The report also said more managers are now showing positive conduct but added further progress is needed therefore "the cause for concern" remains.

Head inspector, Kathryn Stone OBE, also said she found the service didn't ensure staff fully understood the role of a culture development committee and what action it was taking.

The report said it was clear DWFRS had invested "significant time and resources" to develop and address its action plan to improve workplace culture.

The inspector concluded: "We commend its staff for the progress they have already made.

"The service should continue to communicate its progress to the workforce, including telling staff about our revisit findings, and how it intends to address the outstanding recommendations."

Stone also said she had been pleased with the progress made by chief fire officer Andy Cole.

"We are encouraged by your commitment, as the new chief fire officer, and the commitment of your senior leaders, to improving the culture of the service, and by the honesty and integrity you have shown during this revisit," she said.

Overall, the report said the inspector was "satisfied" with the service's progress but that there is "still some work to do to improve the culture of the organisation".

"Therefore, the cause of concern and two out of the five recommendations will stay open," it added.
