Adrian Hooper, 36, of Ryelands Street, Hereford, pleaded guilty to six counts of voyeurism, which officers said took place in different locations between 2008 and 2021.
He admitted covertly recording the women engaging in private acts, including using the toilet and getting dressed and undressed, without their knowledge or consent, police said.
In a hearing at Hereford Magistrates' Court on 24 February, Hooper was given a 26-week sentence, suspended for two years, and ordered to pay £3,000 compensation.
He was also ordered to register as a sex offender for seven years.
In addition, Hooper must pay a victim surcharge of £154 and costs of £154.
He is also required to take part in a supervised rehabilitation activity for up to 25 days and carry out unpaid work for 250 hours within the next 12 months.
Det Con Niamh Crofts, of West Mercia Police, said: "I commend the victims for their courage in reporting these incidents and for their patience throughout the investigation and court process."
