Households could pay more as part of budget plan

The tax increase is among the measures in Hull City Council's proposed budget, which is due to be discussed next week.
Other plans include fixing more potholes, cleaning more streets and a £500k investment in CCTV and road safety cameras.
Council leader Mike Ross said: "People in the city will benefit from the completion of major projects, whilst we'll also continue to concentrate on delivering the everyday services that residents rely on to feel proud of where they live."
If the proposals are approved, bills will go up by 2.99% for general services and another 2% for adult social care.
For the first time, the council will provide a full council tax discount to terminally ill residents with less than a year to live.
Discounts have also been proposed for care leavers and veterans, the authority said.
'Landmark year'
Other plans include a £250,000 annual fund to improve roads and footpaths and a £1m investment in Hull's parks.
The city will also see a revamp of Victoria Pier and additional funding to speed up the Chapman Street bridge repairs.
The council said an extra £1.5m would go towards adult social care, which would help build an occupational therapist team.
Money would also help establish a mental health support hub and support homeless people across the city, the council added.
Ross said: "2026 is a landmark year for delivering a better city for the people of Hull.
"We're proposing huge investments focused on making Hull cleaner, safer and welcoming."
The proposals will be discussed at a committee meeting on 13 February, before they go to full council on 26 February, where a final decision will be made.
