Telford and Wrekin Council said such venues with a licence from the authority would be told to have a "zero tolerance" approach towards harassment and discrimination by removing perpetrators or banning them.
Venues will also be told to do more to prevent and report drink spiking and ensure they have clear policies for dealing with complaints.
The policy also covers places such as theatres, cinemas, restaurants, village halls, community centres and shops.
The rules had been introduced following a policy review, the council said, adding they were due to come into effect on Monday.
Venues would be expected to train their staff on the changes, the authority said.
It added the policy would be used to advise on licensing decisions, and included the power to limit the number of licensed premises in an area, but there were no current plans to exercise that power.
