West Midlands Police was called to Robert Street in Lower Gornal, Dudley, just before 05:30 GMT on Thursday to reports that a Ford Ranger had crashed into a wall.
The force said a man, talking some distance away from the scene, hit out at the officer as she tried to stop him from getting into a Range Rover, driven by a second person.
The vehicle made off but two suspects were found in the Swindon area of Staffordshire, police said. A 46-year-old man was detained on suspicion of assaulting an emergency worker, and drink-driving.
A woman, 48, was arrested on suspicion of assisting an offender.
The pair remained in custody, said police, who added the punched officer was not seriously injured.
