The public space protection orders could help make Hartlepool safer, the council says

New powers to tackle anti-social behaviour including littering and verbal abuse have been put forward following concerns from a town's residents.

Hartlepool Borough Council said two new public space protection orders (PSPOs) could make the town safer and cleaner and is asking people to have their say through an online survey by 5 January.

PSPOs are legal tools local authorities can use to fine offenders up to £100.

Councillor Owen Riddle, chair of the council's neighbourhoods and regulatory services committee, said: "These proposed PSPOs are about giving us the tools we need to tackle these problems effectively and make Hartlepool a better place for everyone."

One of the proposed PSPOs covers the town centre, including the York Road ramp, nearby areas such as the marina, Middleton Grange, Church Street and Mill House Leisure Centre.

The new powers would target those who urinate, defecate, spit or verbally abuse people in a public space.

According to the Local Democracy Reporting Service (LDRS), they would also outlaw drinking alcohol in the street and refusing to hand it over, riding skateboards, scooters and e-bikes in a manner likely to cause damage or nuisance, and using "intoxicating substances".

The second measure would cover all back lanes in Hartlepool, and allow enforcement against littering, fly-tipping, leaving bins out beyond collection day, obstructing lanes with vehicles or trailers and obstructing access to a back lane by failing to maintain a property.

Riddle added: "We know that anti-social behaviour and environmental issues like fly-tipping and littering are a real concern for residents.

"Please take a few minutes to complete the survey and help shape the future of our town."

Following the consultation, a decision on whether to formally implement the PSPOs will be made in the new year.
