Chancellor Goth achieved status and success on Gallifrey but his desire for even greater power and prestige proved to be his downfall.
Goth wanted to be the President of the Time Lords but realised the incumbent would not name him as his successor. He therefore collaborated with the Master in a plan that involved killing the Doctor and seizing control of Time Lord society. But the scheme went badly wrong and the Master double-crossed the villainous Goth who died, but not in disgrace... It was decided to re-write history and the official 'story' of Goth's death involved him heroically facing the Master and dying in the confrontation.
Chancellor Goth appeared in The Deadly Assassin.
