Known as Castellan Kelner

Castellan Kelner held an office of considerable importance within Gallifreyan society but it soon became clear he was little more than a self-serving wretch. Obsequious and two-faced, his ambition for power was fuelled by ego as opposed to a desire to help others. Therefore, when the Doctor returned to Gallifrey and behaved atrociously (it was part of a covert plan!) Kelner was eager to assist in the apparent injustice, placing Borusa under house arrest and expelling so-called trouble-makers into the Gallifreyan wilderness. It was obvious Kelner would do anything to enhance his own position.

When his home planet was invaded, initially by the Vardens and later by the Sontarans, Kelner was quick to collaborate, greeting the invaders with unctuous affability. Fortunately, the Doctor was on-hand to prevent Kelner and the warriors of Sontar claiming Gallifrey for themselves.
