Gargravarr and the Frogstar Prisoner Relations Officer (FPRO in the script) live on Frogstar World B.
The Frogstar World B is the "most totally evil place in the galaxy" and the home of the Total Perspective Vortex.

The Frogstar Prisoner Relations Officer is "one of the most evil people" on Frogstar. His job is to soften people up as they approach the Total Perspective Vortex. He enjoys his job and does this to Zaphod by hosing him down, letting him think that he escaped to an Ursa Minor robot disco, asking him for an autograph and teleporting away whilst Zaphod helps him with his respiratory problem — that he is breathing.
Gargravarr is the disembodied mind and the custodian of the Total Perspective Vortex. His body is living life. It goes to a lot of parties and says that Gargravarr only gets in the way. As he has no body he directs Zaphod to the Total Perspective Vortex by humming.
Frogstar is also where the Frogstar Robot Class D comes from. He is, according to Marvin, "a depressingly stupid Machine" and is defeated without the use of any weapons.
