Mr Prosser & Lady Cynthia Fitzmelton

Mr Prosser works for the council and has come to build the Bevingford bypass through the village of “cruddy Cottington”, as Lady Cynthia calls it.

This bypass requires the demolition of Arthur Dent's house and Mr Prosser is a bit taken aback that Arthur is disputing this decision. After some negotiation, he is temporarily persuaded to halt the demolition. This respite does not last, but his demolition of Arthur’s house is interrupted for good by the Vogon’s demolition of Earth.

This destruction of Earth occurs during the works opening speech by Lady Cynthia Fitzmelton. It is in this speech that she not only tells the villagers that it must be "great honour and a great privilege ... to have this gleaming new motorway going through your cruddy little village". She also launches the "very splendid and worthwhile yellow bulldozer" which knocks down Arthur's house.

It is thought that her audience would have "experienced great satisfaction" at her evaporating into a whiff of hydrogen, ozone, and carbon monoxide at the hands of the Vogons if they were not experiencing the same thing at the time.
