DESCRIPTION: Scotland
For the purposes of the European Parliament Scotland is seen as one big constituency, but EU enlargement means Scotland's number of MEPs will shrink from eight to seven in 2004. Turnout is often low for the European Parliament vote, with only one in four Scots turning out in 1999, although the reduced number of seats is likely to see fierce competition between the parties. Unlike many other parts of the UK Scotland is not holding any local elections this year.
