Steele scored just four league goals in an injury-hit two years with Oxford
Oxford City have signed four players including former Oxford United strikers Lee Steele and Alex Fisher.
Steele, 35, ended last season on loan from Northwich Victoria to Blue Square Premier rivals Barrow.
Fisher, 18, who had a work experience spell at City last season, was released by U's manager Chris Wilder in March and signs a one-year contract.
Ex-Swindon midfielder Andy Caton and Brackley defender David Perpetuini, formerly of Watford, have also joined.
City boss Justin Merritt told BBC Oxford: "I'm very excited with the calibre of player we are able to attract now.
"This follows on the back of a successful season last year and shows how far the club has come."
Steele left Oxford in 2004 and joined Leyton Orient, before scoring Orient's winner in a 3-2 thriller on the final day of the 2005/06 season to seal United's relegation to non-league football.
Midfielder Caton, 21, is the son of former Manchester City and Oxford defender Tommy Caton and was at Team Bath, who folded at the end of the season.
