Nearly a quarter of Guernsey's voting public has signed up to the electoral roll. A total of 11,307 people have signed up out of the 45,000 who are eligible.
The Vale is the best represented district with 44%, while the Forest is the lowest with 16%.
The Deputy Registrar-General of Electors, Dave Robilliard, said forms were being returned thick and fast, but enumerators will still visit homes until mid-October.
Fairer voting
Meanwhile, there are calls for Guernsey's residents to be given just one vote in future elections.
Instead of people having several votes in their parish for Constable and States candidates, St Peter Port Douzenier and former election candidate Peter Wilson is suggesting people should only be given one vote in elections.
He said it would lead to a fairer voting system in the island.
He is suggesting an island-wide choice of candidates for the election, so voters would be able to specifically choose the candidate of their choice at 2004's polls.
All ballot papers would then be totalled at the end of the election and the top 45 candidates would become the members of the new house.
Mr Wilson said that such a system of island-wide voting would be the least problematical for residents.
He also believes that those who are standing for election in Guernsey should only stand for deputy in the electoral district in which they live.
He said: "I've spoken to two deputies and asked them where they're going to stand and the answer was 'I will stand in the electoral district in the island where I think I'm most likely to get elected'."
