Open is about being open with our audiences and within the BBC. Our audiences must be at the forefront of our thinking, we need to listen to and respect our different audiences; we need to really understand them and anticipate and respond to their needs.

Within the BBC it's about ensuring that our output and the make up of our staff base reflect the audiences we are trying to reach. But it's also about listening to people who work for the BBC, making sure they know what's happening and why, and that they feel encouraged to give their best and feel valued for it.

In a converging world, people in the BBC need to work much better with each other than they've ever worked before, otherwise One BBC will be words without meaning. The recent staff survey reminded us of how far we are from achieving this.

The Creative Archive allows people to download free clips of BBC programmes for non-commercial use. It is a significant move towards becoming a more open BBC as it makes BBC's content more accessible to licence fee payers and provides opportunities for the public to create and share their own content.

Public consultations

As part of an ongoing effort to ensure the BBC is more transparent and accountable, the BBC Governors have held several public consultations. Public views were invited on the radio archive, BBC complaints process and the Public Value Test.
