Torquay United manager Paul Buckle has said he wants to bring new players to Plainmoor to improve his side's fortunes in League Two.
The Gulls are currently second from bottom in the table, with just two wins from their first 10 games.
Buckle told BBC Devon: "It's time to start building and we need to have a plan going forward now.
"We've got to work hard to bring the right players on permanent deals to the club to help us go forward."
Buckle said he had shared his thoughts with the board at Plainmoor, and that both parties agreed the lack of points is a concern.

He said: "We always said 10 or 12 games to give the group that we've got a chance.
"We've done that but we just haven't had the results."
The majority of Buckle's squad is made of the players who took the Gulls to promotion from the Blue Square Premier last season.
And the 38-year-old said the step-up to league football has provided his current crop of players with an extremely testing challenge.
"This season is a lot different to being non-league," said Buckle
"We've put a squad together very quickly and have come a long way in a short space of time.
"But now we've got to work hard to move forward and bring the right players on permanent deals to the club who are going to help us go forward."
In the short-term Buckle's men will line-up against Bury at home on Saturday afternoon.
The Shakers are currently sitting 10th in the league, following five wins and five defeats.
