Barry Ferguson finally returned to Rangers from Blackburn for �4.5m.
Earlier, Everton signed midfielder Mikel Arteta on loan from Real Sociedad.
Birmingham signed three players on loan deals, with Uruguayan striker Walter Pandiani coming in from Deportivo La Coruna until the end of the season.
Jermaine Pennant agreed to a month's loan from Arsenal and Tunisian midfielder Mehdi Nafti also signed from Racing Santander until the end of the season.
Burnley midfielder Richard Chaplow completed a �1.5m move to West Bromwich Albion.
Vincent Candela joined Bolton from Roma on a five month contract. The France full-back has been out of favour at the Italian club.
Nicolas Anelka completed his �7m move from Manchester City to Fenerbahce after passing a medical on Monday morning.
Striker Henri Camara joined Southampton on loan until the end of the season and will be joined at Saints by Newcastle defender Olivier Bernard, who signed a five-month deal.
Midfielder Graham Stuart moved to Norwich on loan from Charlton for the rest of the season.
Slovenian international forward Alexsander Rodic switched to Portsmouth player, having signed a two-year deal for an undisclosed fee.
Elsewhere, Everton officials have confirmed that they have been in talks with Tottenham Hotspur about siging Wales international Simon Davies.
Chief executive Keith Wyness said: "We have been in discussions with Tottenham over the weekend, but no conclusions have been reached."
Reports are circulating that Spurs have rejected the bid although there has been no confirmation from either club.
Definitely leaving Tottenham is Portuguese striker Eddie Silva Sousa, who has left to join Dutch outfit ADO Den Haag without playing a first-team game for Spurs.
Fulham have loaned Ghana-born striker Elvis Hammond to struggling Dutch first division side RBC Roosendaal for the rest of the season.
Meanwhile, Rangers signed Dutch goalkeeper Ronald Waterreus from Manchester City.
Also in Scotland, Hibernian signed three players - Ipswich defender Chris Hogg, winger Ivan Sproule from Northern Ireland side Institute, and Cambridge striker Amadou Konte.
