Top scorer Stewart Yetton netted twice while there was an own-goal and a last-minute strike from Liam Eddy.
City are up to second in the Southern League's Division One South and West, a point behind leaders Windsor and Eton.
"Considering we're down to our bare bones, we had three players suspended who'd normally play in the first team, and four teenagers on the bench, it was a great result," City boss Sean McCarthy told BBC Radio Cornwall.
