Bromsgrove Rovers have lost the lease to their Victoria Ground home to rival club Bromsgrove Sporting.
Bromsgrove District Council leader Roger Hollingworth said Sporting's vision fitted in with their own ethos.
"One of the proposals supports the council's values and objectives to enhance local sporting opportunities," he said.
"As part of the Sporting bid, Rovers will still have the opportunity to play at the Victoria Ground."
Bromsgrove Sporting was set up towards the end of the 2009-10 season by Rovers fans who had grown disillusioned by the way in which the club was heading.
They plan to field a side in the Midland Combination next season while Rovers are due to play in the Southern League South and West division.
As part of their submission to the council, Bromsgrove Sporting officials made it clear they were willing to make the Victoria Ground available to Rovers so they could home games there.
