The future of waste treatment and disposal in East Sussex has been agreed on by Brighton and Hove councillors. The Policy and Resources Committee endorsed changes made to the Waste Local Plan after an inquiry and public consultation were held.
East Sussex County Council's cabinet will meet to discuss it on Tuesday.
Opponents fear the plan could allow a controversial incinerator in Newhaven and a waste treatment plant at Hollingdean to be built.
Protesters from the Brighton, Hove and Mid-Sussex branches of Friends of the Earth were joined by members of Dump the Dump and Defenders of the Ouse Valley (Dove) at the Brighton and Hove meeting on Wednesday.
However, a council spokeswoman said neither the incinerator nor the waste treatment plant were actually on the agenda and therefore "no decision was being taken on them".
Waste management
Opponents said they would continue their fight against the waste plan to try to reduce the likelihood of the Newhaven and Hollingdean developments going ahead.
Objections have been raised to incineration being used as a method of waste management.
The Brighton and Hove council spokeswoman said the plan "neither recommends nor excludes incineration as a final treatment option".
East Sussex County Council's cabinet will be advised to recommend that the full council adopts the Waste Local Plan.
The government could still request further modifications or call the plan in for another public inquiry.
