Protesters against plans to build a waste treatment plant in Hollingdean and an incinerator in Newhaven are holding a demonstration on Wednesday. Brighton, Hove and Mid-Sussex Friends of the Earth will be demonstrating alongside members of Dump the Dump and Defenders of the Ouse Valley (DOVE).
They want Brighton councillors to vote against the final version of the Waste Plan for the city.
Brighton and Hove Council will discuss the proposals at Hove Town Hall.
Former abattoir
A decision on the plans will be made next week. The secretary of state can then either request modifications or hold a further public inquiry.
Several hundred people took part in the first public inquiry on the controversial proposals.
The planning application for the former abattoir site off Hollingdean Lane proposes three buildings.
One would be for sorting recyclable materials from kerbside collections and household waste recycling sites.
Another would provide temporary storage for municipal waste before it is taken to a landfill or incinerator site.
There would also be a visitor centre and office building.
The city council says the idea is to manage waste within the area where it is produced and to minimise the volume sent to landfill.
But Alison Walters from Friends of the Earth said: "We think the plan stinks. How can it be right to send the majority of Brighton and Hove's waste over to Newhaven to be burnt?
"The plans for the Hollingdean site only serve to feed this mass burner."
Friends of the Earth want to see a recycling led strategy rather than an incinerator one.
