Independents have lost nine seats on Torridge District Council, leaving it a hung council. Conservatives gained seven seats, and the Green Party and the Lib Dems gained one seat each.
Torridge District had the most unopposed returns in the country with seven councillors being elected without contest.
The whole council was elected, with 13 Conservatives, 13 Independents, two Green and eight Lib Dems taking seats.
The Tories fielded 22 candidates this year - a rise of 18 on 2003.
