Lake effect snow: what is it?

Authorities in New York State have declared a state of emergency in Erie County as the phenomenon could bring record-breaking amounts of snow, thunder and lightning to the region.

A travel ban was put in place on Thursday evening in Erie County and numerous snow warnings are in place until Sunday.
