Esher first-team manager Dave Page has criticised the Rugby Football Union for failing to reach a decision about a potential re-structure of National One.
A third of the way through the season, the number of clubs to be relegated has yet to be decided.
Page told BBC Southern Counties Radio: "It's leaving teams like us desperate.
"It's disgraceful, they are meant to be custodians of the game when at the moment they're not being very good custodians at the moment."
Page continued: "We go to another week not knowing where we are. I know there's an RFU council meeting next week so they may make a decision then."
Esher lost 22-13 on the road to Moseley on Saturday, Page says the score did not reflect the hard work his side put in.
"We camped out in their 22 metre line but set piece after set piece went completely wrong for us and we put ourselves under pressure. We're very disappointed.
"Quite simply these are the games we have to win and certainly if not away then at home.
"There is no reason why we've come away with nothing, not even a bonus point. The players are disappointed and feel they've let themselves down."
