Eastbourne Eagles' outgoing promoter Bob Dugard has told BBC Sussex a deal to hand the club over to Mike Bellerby could be done this week.
Bellerby, who is retiring from the civil service, is being lined up to take over the majority of Dugard's administrative duties.
Dugard told BBC Sussex: "Mike has certainly agreed to do that.
"The money was a major factor but the biggest thing was the infringement on my time."
He added: "That will work out brilliantly for me and Trevor Geer is willing to stay on doing what he was doing as well so we should be able to work out a system between all of us.
"All the parameters have been agreed so I'm confident that will work out," Dugard added.
