Ebbrell scored 19 goals in 265 appearances for Everton.
Tranmere have appointed former Everton and Sheffield United midfielder John Ebbrell as their new centre of excellence manager.
Ebbrell will work alongside head of youth Shaun Garnett with players from under-eights to under-16s.
"I'm very pleased to be joining this excellent coaching team," said Ebrrell.
"I'm determined to apply the same passion I had as a player to the development of Tranmere's future footballing talent."
Ebbrell, who has already spent time working at the centre, added: "It has been clear to me throughout my time at the Tranmere Rovers centre of excellence that the coaches are passionate about coaching, committed to the club and dedicated to the young players who represent the future of Tranmere Rovers.
To be fair, he has got some good ideas on how the programme might be improved
Tranmere manager Les Parry
"After Kenny Shiels' departure I was delighted to be asked by Shaun to help implement and support his vision for the centre of excellence by taking responsibility for the junior players."
Tranmere manager Les Parry added: "To be fair, he has got some good ideas on how the programme might be improved. I like that, as you don't want someone coming in and saying it is as good as it can be.
"We can always improve it. It will be up to him to implement those changes under the guidance of Shaun Garnett."
