Port Vale manager Micky Adams could offer non-contract terms to trialists Stuart Tomlinson and Kris Taylor.
Goalkeeper Tomlinson, 24, and 25-year-old midfielder Taylor have both played in several friendlies for the Valiants.
Adams told BBC Radio Stoke: "We're in the driving seat, and if we could find some money from somewhere then we could get them.
"But I don't make demands of the board like that. If they say there's no money, we get on with it and move on."
Tomlinson was one of 11 players released by Crewe Alexandra at the end of last season, while left-winger Taylor left relegated Hereford United.
Adams has made three new signings since taking charge at Vale Park in June, with Tommy Fraser, Doug Loft and Adam Yates all joining the Valiants.
Meanwhile, Colchester striker Jamie Guy, 21, is training with Vale with a view to a loan move.
"He just the type of the player that I'm looking for," added Adams. "He's got strength and pace, and we haven't got anyone like that on our books."
