Manager Paul Sturrock is expected to find out what funds he will have to spend on players at a meeting with Plymouth Argyle's new board on Tuesday.
Sturrock has been told to prepare for extra money, but he has said he has still got to try and balance the books.
"We are over budget at this minute in time, which means that I've got to move some players out." Sturrock said.
"At the same time I don't want to not be able to pick up the key players we need to reinforce this year."
Sturrock added: "The big discussions will be on Tuesday, and I would hope that things would be able to take place very quickly."
With pre-season training now into its second week, Sturrock has been able to start weighing up any potential transfers at Home Park.
And so far, his squad has been impressing the Plymouth manager.
He told BBC Spotlight: "The modern footballer is a much fitter beast than when I played. These players have looked after themselves, so catching up has not been too hard.
"Fitness levels is something that we've gauged so far and they don't look out of sorts, so we're progressing very well."
Sturrock refused to comment on rumours about the possible signing of Bradley Wright-Phillips, who is out of contract at Southampton, and put paid to speculation surrounding the future of winger Jason Puncheon, who spent time on loan with MK Dons last season.
"Nobody's on the way out," Sturrock said. "The slate's been wiped clean from last season and Jason was in full development last year.
"I felt Jason showed he could handle League One and he had several reasonable performances for us in the Championship as well.
"I think his progression is going in the right direction and he's looked very sharp since he's come back into training," he added.
