Plymouth Argyle's bid to sign Japanese midfielder Akihiro Ienaga has failed after he was refused a work permit by a tribunal on Friday.
The club had gone to an independent panel in Birmingham to try and get permission to sign the 22-year-old, who has won one cap for his country.
Despite showing a DVD of the player and hearing evidence from manager Paul Sturrock the panel rejected Ienaga.
The club now cannot re-apply to sign Ienaga until after 31 May.
Argyle have set up strong links with Japan since investment company K&K Shonan Management bought a 20% stake in the club last year.
