Bristol Rovers director of football Lennie Lawrence says Danny Coles will be offered a new contract to ward off interest from Championship Plymouth.
Lawrence told BBC Radio Bristol that Argyle have submitted "above five bids" for the central defender.
"If you don't keep your best players, you won't progress - and he is certainly one of them.
"He's not going and we're going to sort out his situation out here over the next week or two," Lawrence added.
A medial ligament injury forced Coles from the field during the Pirates' friendly defeat to Den Haag but the club's director of football says that will not alter the situation.
"His injury will keep him out for three or four weeks but, whether he's injured or not, he's not going," he said.
Bristolian Coles only moved to Rovers last season from Hull City after a successful loan spell.
And the centre-back confirmed that he hopes to agree a new deal.
"That's been spoken about and hopefully it can be signed as soon as possible.
"I take it as a compliment that [Plymouth] have come in for me [but] I'm happy where I am.
"It's going to be a good year for the club," he said.
