Woking manager Graham Baker will decide his own future and which players he will keep this week in the face of financial cuts at the club.
Cards chairman Shahid Azeem has decided to cut the playing budget by 25% for next season.
Baker told BBC Surrey: "We've got a decent squad and I'd like to build on top of them.
"I'll try and keep the players that I want but also consider my situation as well regarding that financial cut."
Woking face another campaign in Blue Square South after they lost 1-0 to Bath in the play-off final on Sunday.
Baker added: "It would have been the same 25% cut if we'd gone up. It makes life very difficult from where I'm stood and it's my decision what to do regarding that.
"There's a hardcore of players that will do well again next season at this level. In an ideal world we'd like to add to them and make them stronger.
"We might not be able to keep some of them because of the financial situation.
"If it comes to a situation where the squad breaks up and you have to rebuild again from the start then that is something I'll have to deeply consider.
"I'll be in the office talking to the 22 boys. What's left numbers-wise and financially from those discussions will pave the way of where we're going."
