How different areas performed

Success and struggling seem to be more entrenched than ever in the two local authorities at either end of this year's primary school tables.

A league based on pupils' performances in their "Sats" tests in 2008 is headed, among the big mainland authorities, by Richmond upon Thames, with the inner London borough of Hackney last.

Both have now held those places for six years in a row.

The table ranks authorities on their aggregate scores (Agg).

The second column of figures is the average of the contextual value added (CVA) measures schools achieved.

The third column shows the extent of persistent absence (Abs): defined as those typically missing a fifth of lessons, both with and without permission.
