Create a new body to replace the Child Support Agency which will provide a "simple and more effective" way of assessing, collecting and enforcing child maintenance Remove the requirement that all parents with care who claim state benefits must submit a claim to receive child maintenance regardless of whether they have an existing private arrangement in place Provide further enforcement powers to deal with parents who repeatedly fail to pay maintenance, such as suspending passports and imposing curfews Increase the amount of maintenance that parents on benefit can keep. BACKGROUND Before the Bill we can expect a White Paper. The proposals take forward the ideas in the Government's response to the report by Sir David Henshaw in July 2006. No specific mention is being made of tagging, of charging parents for using the new body or writing off uncollected debts.
