BACKGROUND
The board had been acting on the basis that it had an implied power of delegation since its inception over 40 years ago, until it was discovered that the Housing Corporation board did not have this express power of delegation.
The legislation will restore the status quo, bringing all parties back to the situation they originally believed to exist.
