  • Allows National Insurance Contributions (NICs) to include retrospective tax charges - or liability - from 2 December 2004
  • Prevents NICs agreements being used by employers to pass on secondary liabilty, on certian - security based - incomes
  • Extends to NICs the rax disclosure rules brought in by the Finance Act 2004

    BACKGROUND

    This is a technical bill, linked to the Finance Act.

    Existing NIC legislation does not allow regulations to be made as far back as December 2004
