  • All new members of the EU must be ratified by existing member states and this legislation enables the UK to do so

    BACKGROUND
    Romania and Bulgaria became eligible for entry to the EU in 1995.

    Negotiations were completed in December 2004 and the accession treaty signed in April 2005.

    Romania and Bulgaria are due to join the EU on 1 January 2007.
