Measures to deal with aircraft noise

Levies charges against airlines for the Air Travel Trust Fund, which provides compensation to customers of failed tour operators

Airport charges to be linked to local emissions from aircraft

Enables the Civil Aviation Authority to levy a charge against the aviation industry to fund the Aviation Health Unit, which provides advice to passengers, the aviation industry and the government

BACKGROUND

The Future of Air Transport White Paper announced the government's support for a range of airport expansion plans.

An extra runway at Stansted was supported but expansion at Heathrow is to be delayed until pollution levels are reduced.

The White Paper also detailed expansion plans at Birmingham, Edinburgh, Bristol, Manchester and Cardiff airports.

The number of passengers at UK airports has more than trebled since 1980. Passenger numbers using UK airports are predicted to keep on rising to reach 500 million per year by 2030.

The White Paper made little firm plans regarding the environmental consequences of the aviation industry.

The air transport industry has had the largest increase in emission levels of any industry since 1990 and aviation is the fastest growing contributor to climate change.
