South Korean police have detained seven railway staff in connection with the subway fire which killed at least 133 people. The officials are expected to be charged with negligence over the arson attack in the city of Daegu.
Police are seeking warrants for the arrests of three other people who are in hospital, including the suspected arsonist.
More than 300 people are still missing following the blaze, which took place towards the end of Tuesday's morning rush hour.
The fire was sparked when a man ignited a carton of flammable liquid inside the train.
Police are investigating whether human negligence played a part in the high death toll.
Attention has focused on why doors were kept shut and why a second train was allowed to enter the station after the fire had started.
Rescuers said the doors of the second train - in which most people died - remained locked for 20 minutes after the fire had started.
The suspected arsonist, 56-year-old Kim Dae-hwan, is said by police to have a history of mental illness.
On Sunday, Daegu residents observed a minute's silence in memory of those killed.
Many of the victims were burned beyond recognition and officials said it could take months to identify them through DNA testing. Only 46 bodies have been positively identified so far.
