Winger Richard Welding scored one of Leeds' three tries at Cornish Pirates
Leeds Carnegie head coach Neil Back criticised referee Nick Williams after Sunday's 25-23 win at Cornish Pirates.
Leeds had two players sin binned in the first half and were on the wrong end of a high penalty count at Cambourne.
"The penalty count was ridiculously high in the opposition's favour," Back told BBC Radio Leeds.
"They [referees] are all developing and they all make mistakes but the guys in charge for developing them have to take a look at this game and give feedback."
Leeds outscored their hosts three tries to nil but as they were continually penalised at the breakdown the Pirates managed to stay in touch thanks to the boot of Rhys Jones.
Back added: "We pride ourselves on discipline and making intelligent decisions at the contact area.
"We have worked hard on that aspect of the game this year and last week against tough opposition in Bedford we only conceded six penalties.
"Our mindset, knowing the officials in charge of this game, was not to give them an opportunity to penalise us.
"So we went into it with a system where we wouldn't compete at the breakdown and roll away from the tackle but the count was still ridiculously high."
The win restored Leeds to the top of National League One but, after failing to claim a try bonus point for the third successive match, their lead over Exeter is now just three points.
"The pleasing thing for me, as always, is that we maintained our shape, organisation and, most importantly, our discipline.
"We want to win by playing hard, physical rugby and being honest men, I think that's what we showed.
"We deserved the victory and I'm really pleased with the behaviour and the way the players conducted themselves under extreme conditions."
