Coach Mark Hewitt is confident that he will be able to take the Cornish Pirates into the Premiership once the club has the infrastructure in place. Hewitt became full-time Pirates boss this week and sees his side sitting fourth in National One.
"You need the infrastructure and at the moment we're miles off it and I think most teams in National One are.
"We've got to move onwards and upwards and hopefully when the time is right we can step up," he told BBC Spotlight.

Former forwards coach Hewitt replaced Jim McKay after the Aussie stepped down in January and has seen the side's fortunes turn round since.
"That's not nothing that Jim did, it's just been a different fresh approach but that has put me under more pressure because the expectations are much higher."
The club's infrastructure has been under the spotlight recently after plans to share a ground with Truro City FC were called off.
The club are hoping to move to a new stadium for Cornwall at Three Mile Stone if plans are approved, which will give them the infrastructure for top-flight rugby.
