Wales beat England 21-19 to win the third-tier Bowl event at the IRB Sevens Series in South Africa after both failed to reach the Cup quarter-finals.
England were edged out by Kenya on Friday while Wales paid the price for a pool defeat by Argentina.
Scotland reached the quarters before losing to South Africa and then slipping to a 17-15 loss to Kenya in the Plate semi-finals.
New Zealand easily beat Fiji 34-7 in the Cup final.
Wales got the better of Tunisia in the Bowl quarter-finals before claiming a hard-fought 22-17 extra-time victory over France to reach the final.
England came close to making up for their 17-7 defeat by Kenya on Friday but New Zealand edged them out 26-24 in their final group game.
They proved too strong for Canada in the last eight of the Bowl on Saturday and then beat Australia 29-14 to set up the meeting with the Welsh.
England coach Ben Ryan said: "The last two days have been full of ups and downs, we have had our good times and bad.
"The brightest point has been beating Canada and Australia today and nearly beating Dubai title holders New Zealand yesterday, in what was a very close game that in the end came down to two points."
