England squeezed into the last eight on points difference as the IRB Sevens season got underway in Dubai on Friday.
Ben Ryan's beat Tunisia 27-12 in their opening game, but then threw away a 24-5 lead to draw 24-24 with Canada.
And a 22-10 defeat by South Africa in their final group game meant it was only their points difference which gave them a last eight place against Samoa.
Meanwhile, Scotland also reached the quarter-finals courtesy of wins over France and the Arabian Gulf.
Scotland suffered a 41-5 defeat at the hands of New Zealand in their opening game, but recovered well to come from behind to beat France 17-12 and then see off the Arabian Gulf 27-5.
"I think the key to beating France was just belief," said Scotland coach Stephen Gemmell.

"This group of players are young and because of that they don't have any fear, they bounced back very, very quickly.
"We knew in preparation for this tournament, France was our key game. Regardless of our result against New Zealand, we knew we had to turn up and play against France and the boys did that and stuck to the game plan."
England's new-look side were off the pace as they laboured to victory over Tunisia and their defence lost its way in spectacular fashion against Canada as they conceded three tries in the last three minutes - including two by Jordan Kozina in injury-time - to lose their commanding lead.
Ryan said: "The journey we have taken has certainly had twists and turns and was certainly not what we wanted.
"We could have done with some better performances but tomorrow is a Cup quarter-final and anything can happen."
In the other quarter-finals, South Africa face Kenya and New Zealand take on Argentina.
Wales got off to a poor start as they failed to make it out of their group, having to settle for a place in the Bowl quarters against Tunisia.
