England's run at the IRB Sevens in Dubai came to an end with a 22-21 semi-final defeat by Fiji.
A late try by Ebbw Vale's Simon Hunt had helped England to a 26-19 quarter-final win over Samoa.
Although Fiji, conquerers of Scotland in the last eight, were too strong for England, they went on to lose 31-21 to New Zealand in the decider.
Wales beat Tunisia 17-12 to reach the semi-final of the bowl competition but lost 22-19 to Australia.
Following the loss to Fiji, England coach Ben Ryan demanded referees be held accountable for their mistakes after Ben Foden was denied a late try.
The Sale player chased down his own kick forward and then appeared to rip the ball from retreating Fijian Neumi Nanuku and touch down next to the posts.
Foden insisted the try was good but, after a long consultation with his touch judge, Irish referee Simon McDowell ruled Nanuku had grounded the ball first.
England were furious and Ryan said: "It was a perfectly good try. Paddy O'Brien (the International Rugby Board's referees' chief) told me it was a try.
"There needs to be a little more accountability. I am certainly accountable, so are the players.
"I drop players if they are playing badly and if we lose I might get sacked. That accountability needs to go across the board."
